I think small weddings might be EASIER to make elegant! Your budget (depending) can go a little further with fewer guests to worry about.

I think the thing that will most set the tone for an elegant wedding is the venue. Choose an elegant venue, and you can be sure your guests will understand the sort of atmosphere to expect. Things like a delicate colour palette, flowers, soft lighting can add an elegant feel as well. Avoid using the "rustic" things that look time worn, elegance is found more in clean sleek looks....but old school elegance in crystals and candle holders can make an impact. Try high end restaurants or country clubs (depending on the number of guests).

Also- good food and drink. An elegant affair should have guests well fed and served plenty of wine!
