Both? I started my guest list first and then found a way to make it fit in the budget.

We set our budget first. We knew that if we set a limit then we could do the math and figure out how many people we can invite.

We set our budget before we decided our Guest list, but ended up over our budget because of our Guest list!

For me and my FH we decided our budget first, then a rough guest list. I guess it doesn't really matter though because all we have to do is find everything we will need at a reasonable cost in order to make it work.

Our guest list came 1st, which gave us an idea for our budget. We then tweaked the guest list to bring our budget down a bit.

Guest list. I had a guess of what it was going to cost, but eventually realized it was not going to be enough. Soo increased the budget.

Guest list. This dictated for us how much we would expect to spend, and created a budget (that's sort of gone to hell) from that.

"Working copy" drafts of guest list came first. We wanted to have an idea of what were realistic numbers to help pick an appropriate budget.

    Guest list over budget.
Guest list helped set the budget.
Exact budget tbd but we know we’re keeping the guest list number low to help support the budget.

Both happened at around the same time. With more people added, we increased the budget bit by bit.

A little bit of both... I already had a mock-up of a guest list (mainly for family) pretty quickly. We did the budget before anything else, which I'm glad, because it really drove all of our decision making.

She set an approximate budget first, and I didn't agree to the guest number until I had confirmed that it was doable within our budget (I initially wanted something much smaller).

Guest list. I still haven’t even made a set budget, but we have already put a deposit on the venue, photographer, hair stylist, and DJ. I’ve never been good at a budget, which is bad because we are paying for our wedding ourselves
