We talked to the parents about what we wanted before we asked the children to be in the wedding. We figured if the parents didn't like what we wanted them to buy, there was no point in asking their children. As it turns out, we will actually be buying part of their clothes for the day because we changed our minds in what we wanted them to wear. And, we don't want to now add that expense when we first said it wouldn't cost them anything because they could wear something they already had! But, if we had wanted them to wear that from the beginning, we would've let the parents know that expense before committing the children.

I think you can talk to the parents about your vision for the kids' outfits. It is not necessary for you to pay for their outfits I don't think.
