Where does the hoop in a hoop skirt go?

I ordered a hoop skirt to go under my dress. It arrived today with the hoop coiled separately. I can't for the life of me figure out where it goes. Are they sewn in???

    Thank you so much for asking! I'm actually really debating whether to use it or not. It makes it so much easier to walk in but it takes away from some of the skirt's softness. Right now I'm leaning towards not wearing it but we will see...

    There should be an opening (will look like a hem) at the bottom of the skirt for you to insert it and thread it through - hope that makes snese!
