Purchasing a template online and editing it with your information would be a super cost efficient way to create an e-vite. I believe you can buy templates on Etsy! Have you checked it out yet?

Wedding invitation template can be easily done to create your own and post as needed online. This way you pay one time and its in your email ready to be posted.

Ordering invitations from Vistaprint if chosen to give personally by hand to family is nice too and can be scanned to put on your website. Vistaprint is good for many choices and colours based on size of invitation. Check them out.

One option would be going on Etsy and searching "Wedding invitation printable" or "wedding invitation digital download". There are a lot of designs that the store owners will personalize to your information and send you the digital file to use as an e-vite or printing somewhere like VistaPrint. Most of the designs are under $25.

I looked at a lot of these before deciding to make my own where I was already very familiar with GIMP...You can do some amazing things if you know the program or are willing to put in a little time to learn!
