The issue is not how high or low the ceiling is but rather how it's done. If it's a plain ceiling with just lights, no need to touch it. If it has tiles or it looks old then you'll want something in other parts of the room to draw people's eyes away from the ceiling.

Trying out tall and short heights can give ypu a better perspective to see what works best. Fabric on the ceiling can add add that touch to hide some of the looks than staring at the low bearing ceiling.

You can try:

Using white or cream-colored fabric helps to create the illusion of a bigger space and higher ceiling. Fill the ceiling with balloons, Use minimal decor throughout the rest of the room. See if there is a chandalier that could be your focal point?? Hope that helps
