Has anyone had to send letters notifying local police, health and fire departments of your wedding, in order to extend your liquor license to outdoor areas ? What exactly do you write in the letter ?

I have never heard of this. To my knowledge, your liquor licensed area is depending on your location. so if you are at a hall that has outdoor space. its up to the hall to have that part licensed or not. if its not. then you can't get it done (their liquor license is also determined by their insurance).
if its on a personal property. (whether you are renting or getting it for free). the PAL insurance that you would purchase can cover to outdoors. You just may need to purchase a different kind of PAL insurance than your standard one for receptions.
