You could technically do anything. I would probably make the cake white with gold and blue floral accents. But this wedding cake picture that you posted is beautiful.

You can always do a blue flower and a gold ribbon tied around a tier of the cake or something that you like. Check out Pinterest for inspiration

I found some inspo pics right from WeddingWire! A lot of them are larger but you still get the overall design idea.

Dramatic painted cake (but tough to do in buttercream I bet)

Our cake was two-tier as well. It was a white buttercream decorated with the same flowers as were in my bouquet. It was beautiful and not expensive at all. If the flowers in your bouquet don't have any of the colors of your wedding, you could also add a ribbon trim at the bottom of each layer in the color(s) of your wedding.
