Have you tried Franco Paglione on Oxford? It is really good, although I have never done a dress there.
Other stores might be Ann’s tailoring in Richmond and another one also on Richmond closer to Dundas, but I cannot recall the name.

I would start by asking some Bridal Salons or local dry cleaners.
