I would invite everyone and who can come will come!! but when people start declining i wouldnt worry about it. send out an email with all the pricing and info that may help people as well.

Destination weddings will have as many coming out to travel for your wedding. Financially, not everyone may have the funds for it.

A second reception may be a good idea to invite locals to celebrate your wedding after arriving back in town. Something to think about a month or when your ready to plan.

We are doing a destination wedding. 😁 We have a maximum restriction of 48 guests so we keep adding to our guest list as we get declines. We started out originally with 50 and then sent invitations in waves as spaces opened up. I highly recommend doing it that way! We have had quite a few declines, but I would say about 75% of the ones we invited are coming.
