Should people who have RSVP’d “no” to your wedding still be invited to the bridal shower?

You can always invite them and leave the ball in their court so to speak, however just consider that they could have RSVP'D no due to financial constraints.

Yes, they were invited, but they cannot attend the wedding - doesn't mean they can't make the shower.

Yup, just because they can't make your wedding doesn't mean they don't want to attend other things. And as others have said, by inviting them to the wedding, they should get an invitation to pre wedding events.
That said, the bridal shower tends to be the brides' closest friends and family, and not every female on the wedding guest list. Keep that in mind too!

Yes! By inviting them to your wedding, you're essentially inviting them to all the preliminary celebrations.

Of course - if you want them at your wedding and they can't make it then at least they may be able to make the shower

Totally! As long as they were sent an invitation, they are fair game for the bridal shower!
In fact, it would be a great opportunity for those guests to see you and wish you the best in person
