If you're willing to come into the city, hit up The Bay when things open up again and check out their clearance racks. Last time my fiancee and I were there, there was a ton of stuff in all colours and sizes for under $200. You might find something at any of the random locations but the ones at Sherway Gardens or downtown Toronto on Queen Street will have tons of stuff since they're much bigger stores with a lot more inventory, especially on formal wear.

Boutique 1861 is in Montreal but delivers Canada-wide. They have a ton of stuff at various price points.

If you prefer to shop online, Azazie has a lot of ready to wear dresses for under $100 and bridesmaid style dresses in a gazillion colours for under $200. Just make sure you check sizing properly. No duty since they have a Canadian warehouse.
