Does anyone know where would be a good CHEAP place to get wood stumps for centerpieces?!

If there is a local lumber yard or wood working shop, you could try and get scraps from them.

Buy and Sell groups on Facebook for weddings (really common thing for sale) usually somewhere between the $5-$10 mark if someone doesn't already have it up for sale you could always post something to on there and saying looking for wooden slabs for centre pieces please pm me with pricing etc. Hope this helped a bit

Keep an eye on Craigslist... people sell all kinds of decoration on their after their weddings and I have seen lots of stump centre pieces on their for reasonable prices
