My venue charges half the price for all under 18

I believe my vendor is providing 25% off for children 3 - 12, and free for any children under 3

Some do ours is charging $29 for kids 2-10 $69 for teen 11-18 as well as vendors & $99 for adults

Yes, they most certainly should charge less for children. They eat less and/or have different food menu options from adults.

My hall is charging $65 per child and $95 per adult.

Of course they do. My hall is charging $35 for kids 10 years old and under. $75 for kids that are 11-18 years old and vendors.
My venue offers half portions of the main meals for the kids.
The only difference between the kids and regular meals is smaller portions and no open bar obviously. Most venues offer this.

I'm not sure... Our caterer is charging us the same price for kids as they are charging for adults... You may have to phone around to find one that discounts kids meals.
