Further to what Gloria said, a lot of major hotels are offering micro wedding packages to gain some of the lost revenue they would've made from regular weddings. You can also look up pop-up chapels or pop-up weddings in your area. There's a bunch in Toronto that operate year round and it's a similar idea to the hotel micro weddings in that it's very much an in-and-out experience (your cost covers the location, decor, a beverage, the officiant, and photographer and you get 30 minutes to take photos) but cheaper and arguably better locations (depends if you prefer a modern setting like the Globe and Mail Building in Toronto vs a grand hotel like the Fairmont).

Keep in mind, micro weddings are for less than 20 people. If your idea of small is bigger than that, you'll either need to cut some guests or find another regular venue. Micro weddings and pop up chapel style weddings also don't feed your guests anything other than a sweet bite and a drink. If you're looking to have something relatively substantial food wise, you'll need to bring your party to another location for food afterward.

A lot of hotels, country clubs, and halls have smaller rooms that can accommodate 30-50 people so if you don't mind putting in some of the leg work, I think that option might be more feasible for you.
