Okay all my venue is providing us with chairs that are white except for a hideous cream plastic should rest in the top we’re having a budget wedding and I’m looking for help/ ideas to mask/ over the top of the chair...

I agree with Lynnie... If the rest of the chair is fine, just find some sashes. Usually you can find them in bulk from a rental company for $1 or $2 each (the chair cover is usually more expensive)... just remember there is usually a set-up/take-down fee, unless you do it yourself, but then you will probably need a handful of family guests who are willing to tie them all for you before the wedding.... if you do that, keep the knot simple, or they will all look different with different people tying them....

Do you have a picture of the chairs?
I'd also suggest doing chair covers or you could add a decorative sash to help cover things up!
