Student photographers starting out may be an option to consider if you do want to save on cost and help them build up on their portfolio. A thought to look into and get the time you need too.

Put a call up on kijiji and see who bites. Or look up kijiji listings and see if anyone is offering an hourly rate for smaller events.

Again, it's very unlikely for someone will give up a gig with an earning potential of $3K+ for one that pays $200. Unless your ceremony is during a time where they can shoot and take off to another job that day, like 7am or something. Otherwise, very few will carve out an hour in the middle of the day for you when they can be shooting a full day with someone who is willing to pay them the full rate.

Even if you somehow find someone who is willing to shoot all day at that rate (which is less than 10% of the typical day rate), it won't be any good. No decent photographer would charge those prices for 8 hours of work + however many more for touchups.

You might be able to find someone who can shoot for maybe an hour or two but considering your date is during the lucrative high season, most professionals likely won't give up a potential full gig to shoot for just one hour.

You might as well just shoot photos from your phones.
