ns Covid gathering limit?

I am planning to be married right now summer 2021. I am wondering what brides are doing to ensure Covid gathering limits. I saw on the NS website you cannot have groups over 10 except if you hire an official ie: wedding planner. I am wondering if people know if anyone other than a wedding planner is considered an “Covid official”. For example, a justice of the peace, lawyer etc. I am planning to have an outdoor wedding in a backyard so I am confused. Please let me know !

    This was announced on February 5th, and may be the cause of the confusion.
    "Nova Scotia health officials announced they are loosening coronavirus restrictions after reporting only eight active cases in the province.

    Effective Monday, the province is increasing gathering limits for events organized by businesses and recognized organizations to 100 people indoors and 150 outdoors.

    However, groups of 10 at these events must be kept."
    This is also a bit confusing but I think that means you can invite 150 people to your outdoor wedding but must have enough room to allow 15 groups of 10 plenty of space.
