Micro Wedding Venue for 45-100 guests

I hate to break it to you, but most venues in Toronto will demand a higher minimum spend than $5K on any Saturday, let alone on New Years Eve. That price won't even cover the bar for most places on a night like that.

What kind of a reception are you looking to host on that budget? It won't be a traditional buffet or plated dinner. Once you factor in taxes and gratuity, you're looking at $50 per person and that doesn't include any incidental fees or the ceremony. I think you need to revisit your plans to make it work on that budget.

100 people is not a micro-wedding anymore. Most banquet halls and hotels in the GTA have smaller rooms that can accommodate 50-100.

Fog machines create smoke which could be uncomfortable for workers and guests. You can ask the venues about using a dry ice machine instead.
