When I initially started planning my wedding, I thought we were going to have less than 100 guests. We went out looking at venues that hold under 100 and I found that Paradise Banquet Hall had an appropriately-sized room and it was a very fair price.

As Miranda mentioned, you could check out some local restaurants as a venue since you are having quite a small wedding.

You can look at restaurants and cafes, some host the ceremony on site so even more savings. Other than that if you stay away from popular downtown venues it should be fine. Just have to be flexible, like if you rent out only part of a restaurant, keep in mind there might be other customers around.
