Here's a list of officiants. You can sort by municipality and their affiliated religious institution, which also includes denominations such as humanism, which is a secular group. Also, some religious officiants who normally conduct Christian weddings for example are willing to do secular weddings.

Do you specifically need a Justice of the Peace or just an officiant who can perform non-denominational weddings? Just wondering why you need someone who's basically a provincial court judge rather than one of the hundreds of officiants who can legally perform weddings in Ontario.
