Invitation to Bridal Shower

I would still invite them to the shower. My friend was getting married, but I was not able to attend her wedding as I had booked flights to go to Hawaii(booked before she got engaged).
She still invited me to her Bridal shower and it made me still feel special that she wanted me to still come.
If I was not invited to the wedding, but wanted me to come to the shower then I would have been angry. I would have thought all she wanted from me was a gift.

I think you should still invite them to the shower. It's not as though you aren't inviting them to the wedding, they will be missing it for another commitment. Plus this gives you a chance to celebrate a bit even though you'll miss them on your wedding day!

Since they're not attending your wedding of their own accord, and not because you didn't want to invite them, I say you can invite them. It'd be one way to have those particular family members involved in your celebration. If they feel like they shouldn't attend because they won't be at the wedding then they can decline themselves.
