I have awesome photographers but if others share it would be awesome to see others captured moments as well!
I'm sure I'll be busy chatting and or dancing lol, so any shared moments are welcome.

You don't "set up" a hashtag in the sense of creating it somewhere. You select your hashtag, and try and have signs around the wedding asking people to use it, perhaps have an MC announce it, or even have it across the bottom of your invitation or details card.

When people use it, you'll be able to search that hashtag later, and see all your friends' & family's photos in one place.

I would recommend maybe having the DJ or the MC announce it as well a few times throughout the evening. I had two large signs, and there were only 3 people who used it. If I were to do it again, I would have done that or placed signs at each table. Something to make it more prominent.

Once you come up with a hashtag, you just need to advertise that people post their pictures with it, so you can look back after the wedding and see photos everyone has posted. I made a bunch of signs and put it around the venue to make sure people used it. Only a few did though, which was disappointing since I wanted to see more photos from the guests!
