What step are you at?

I booked the same venue as the other poster. Paradise Banquet Hall

If you want west of Toronto to Niagara. I would suggest Carmen's in Hamilton. Not only do they include open bar and meal, they will also provide centerpieces and decor for you all under $20K with your intended number of guests. (A family friend's daughter got married there and they said it was super price friendly)

I also booked in Vaughan. At the Paradise Banquet Hall. I am having an open bar, antipasto bar, full dinner, and dessert. It was about 105$ per person plus taxes. Its very possible to stay within your budget of 20k with open bar
