Getting married on July 3. This would potentially put us in phase 3. Is a backyard wedding considered an informal gathering? if so we can only have 25 people.

If it isn't considered informal......how many guests can we have?

It's a bit of a grey area but my understanding is it is considered an informal gathering. Event spaces that require liquor licences and venue staff are what are allowed for the larger wedding gathering limit.
I would suggest also planning for a 10 person guest count just in case we are still in phase two by then.
