Do Vendors count in Covid-19 group #?

Probably a silly question, but am I allowed to have 50 guests, plus vendors i.e photographer, dj and officiant under Ontario restrictions? Assuming lockdown is lifted and we are in the grey zone. Or do we need to include them? Officiant will only be there for an hour so it seems like a waste of a guest to not have there.... Outdoor weddingi should mention

At the moment, during the current emergency order, the officiant and all church/venue staff count towards your 10 people.

When (if) things go back into the colour code, the venue staff don't count (since they're employed by the venue to ensure compliance) but your external vendors like officiant, photographer, and DJ will count toward your gathering limits.
