I'm getting married at the end of the month and was an eager planner, we were on a budget and 40 guests. You can save a lot by doing your own decor, that tends to make a huge dent in the budget. Same with flowers you can cut cost there by doing Silk flowers instead of real.

We were lucky to find a venue that does it all, and I mean all for a low cost.

One thing you should factor in is, $10K today will not go as far as $10K in 2028. So you'll need to either budget accordingly or raise the budget to meet inflation.
