I think your second option is great! I think talk to a florist they might be able to cut down the cost for you instead of ordering them online. Also I agree with Christina you could totally do both ideas together!

You could definitely do both. The candles are understated but they'll still give you some mood lighting. Especially if you go for more of a filler flower (like your second candle picture) or greenery under the floating candle and keep the more bold flowers in the hoops.

Just the wedding party and our parents corsages and arch way from Ukraine is 1300 so Im with you on that shipping is only 200 of that so im going to take that and compare with a local florist and see if I can get a better deal but either way I need to ship from Alberta to Newfoundland because all of the florals I’ve seen where km getting married are so back in the 90’s/ early 2000’s haha

I love the flower hoops I would maybe check with a florist and see how much they would quote you for the exact same thing and make your decision based off that
