Anywhere in the GTA works and my budget is $2-3000 for the venue, food and all facility fees for 40 people.

Hi Mahsa,
Not sure of the vibe you're after for the shower but here are some pretty venues :
The Florist Loft - Scarborough/East York
Chez Lavelle
La Maquette (stunning restaurant with lots of windows - debated having our wedding here!)
I've also gone to a few hosted at a golf course clubhouse
There seems to be lots of little studio spaces you can rent as well. Good luck!
